Purpose of the Report

1.       To receive and hear submissions from the public on the proposal to remove the begging and rough sleeping provisions from the Street Use and Public Places Bylaw 2018.

Recommendations

That the Policy Committee:

(a)     Receives the verbal and written submissions to the proposal to remove the begging and rough sleeping provisions from the Street Use and Public Places Bylaw 2018 from those that have indicated they wish to be heard (Attachment 1)

(b)     Receives the written submissions to the proposal to remove the begging and rough sleeping provisions from the Street Use and Public Places Bylaw 2018 from those that do not wish to be heard (Attachment 2). Note the late submission from Alan Reynolds (submission number 373).

 

Summary

2.       On 19 November 2019 the Policy Committee approved the Statement of Proposal to revoke the begging and rough sleeping provisions in the Street Use and Public Places Bylaw 2018 for community consultation. Consultation was in accordance with the special consultative procedure set out in the Local Government Act 2002.

3.       Public submissions were sought on the proposal from 20 November 2019 to 20 December 2019. A total of 372 submissions were received. One submission was received after the submission period closed.

4.       Of the 372 submissions received, 39 indicated they wished to speak to the Committee at the hearing (Attachment 1).

5.       Several submissions in Attachment 1 and 2 have been redacted due to offensive language and to remove the personal contact details of submitters.

6.       Table one below provides a list of submitters speaking to the Committee. An updated speakers schedule with page references will be provided at the hearing.

7.       Under the Significance and Engagement Policy 2014, the bylaw review is of medium significance and engagement with the community has been undertaken.
