7.1 Hearing of submissions on the draft Naming Policy

Purpose of the Report
1. To hear and receive submissions on the draft Naming Policy.
That the Policy Committee: (a) Receive written and verbal submissions on the draft Naming Policy. (b) Note the late submissions from Bryan Johnson (86), Reverend John Hebenton (87), and Te Rūnanga o Ngāi te Rangi Iwi Trust (96). |

2. The Policy Committee agreed a draft policy for consultation at its June 2019 meeting. A total of 95 submissions were received during the submission period (11 November to 11 December 2019) (attachment one). A total of eight individuals or organisations requested to speak to their submission in a hearing.
3. The table below lists the submitters who wish to be heard,

Consultation / Engagement
4. The Policy Committee also agreed to undertake a survey on the policy direction prior to undertaking consultation using the special consultative procedure. A survey was undertaken in August 2019 seeking feedback on the general direction of the policy with over 800 responses received. The survey responses are appended as attachment two. Staff contacted survey participants who provided an email address to advise of the submissions process.
5. Emails were sent to iwi and hāpu contacts. Staff met with representatives of Ngāi Tamarawaho and Ngāi te Rangi to discuss the draft policy.
6. Submissions 86, 87 and 96 were received after the submission period had closed. However, it is general practice to allow for submissions up until the hearing. Staff had advised Te Rūnanga o Ngāi te Rangi Iwi Trust that they could submit late in order for their submission to be ratified through their internal processes.
Next Steps
7. A deliberations report responding to issues raised during the submissions period will be presented to the next Policy Committee meeting. The deliberations report will include a summary of the results of the survey.
